Started by Pace University Law School in 1995. Our first Utah Land Use Leadership Alliance was at Thanksgiving Point, in Lehi, in the fall of 2008. We just successfully completed another LULA in Cache Valley where we focused heavily on the competing interests between the development and agricultural communities and how city officials can resolve the issues that arise. A typical LULA involves about 40 key land use leaders – from all corners of the land use arena – in four one-day segments that total 32 hours of seminar time. The group meets for one day every two weeks or so for a total of four sessions. Curriculum is provided by the Institute, Pace Law School and the Utah League of Cities and Towns. Our 2008 schedule shows a typical format for the training. The seminar is focused on three main topics: 1) Getting on the same page as far as the relevant law, including a 100 page guidebook on the law to be produced by the League of Cities and Towns. 2) Developing skills in land use process that involve consensus-building and conflict management. 3) Discussing and training about individual issues selected by the group of general concern, including presentations by guest experts selected after the issues are chosen.
